Effectiveness has the widest support, even though it is rarely anyone's first pick
Each row is one priority, showing where all 716 people placed it from first to fourth. Darker means a higher placement. Read the two darkest segments together: that is the share who put it in their top two.
Four horizontal bars, one per priority, each split into first, second, third and fourth place. Effectiveness has the largest top-two share at 60 percent despite only 15 percent ranking it first. Excellence is 56 percent top-two but polarised, with 43 percent ranking it first and 29 percent last. Equity is 49 percent and Empathy 36 percent.
